Postgraduate Communication Science FISIP University of Indonesia held a doctoral promotion session on Friday, July 4, 2025. This doctoral session was held at the Juwono Sudarsono Auditorium (AJS), Building F 2nd Floor, FISIP UI Depok Campus with a doctoral student doctoral promotion session on behalf of Tamam Ruji Harahap. The promotion session was attended by Prof. Dr. Semiarto Aji Purwanto as the chairman, Dr. Nina Mutmainah, M.Si as the promoter and Dr. Irwansyah, M.A., and Novi Kurnia, M.Si., Ph.D as the copromoter. Meanwhile, the examiners were Hilmar Farid, Ph.D, Mario Antonius Birowo, Ph.D, Laras Sekarasih, Ph.D, and Dr. Niken Febrina Ernungtyas.
Digital Literacy in Public Policy
The dissertation by Tamam Ruji Harahap entitled “Indonesian Digital Literacy: A Study of the Digital Literacy Policy of the Ministry of Communication and Information Technology 2017-2022” is a multidisciplinary research that discusses digital literacy in the frame of literacy policy on the basis that every policy is a discursive practice through which problems and solutions are created. Tamam Ruji Harahap uses Warschauer’s (2003) theory of technology and social inclusion, as well as a digital literacy framework with three dimensions, namely knowledge, functional skills, and responsible attitudes.
Research Findings and Analysis
From the analysis of the research by Tamam Ruji Harahap, several findings were obtained, namely that digital literacy policies are constructed based on media problems. One of these problems is the massive spread of negative content and illegal actions through the internet and digital media. Another issue is how digital literacy policy is designed as a policy solution due to the inadequacy of regulation-based approaches in dealing with media problems. Then, there are two fundamental differences between the Ministry of Communication and Informatics’ digital literacy policy 2017-2022 and the digital literacy theory for digital inclusion, especially in the difference in paradigm and objectives. These differences include orientation to digital literacy development, framework and policy. However, they can be connected to the same two starting points, namely digital resources and social resources. (FYG)
